Please join us for the graduation of REBOOT class number 33 featuring a keynote by Mr. Curtis (Curt) L. Coy is the Deputy Under Secretary for Economic Opportunity, Veterans Benefits Administration, Department of Veterans Affairs.
In this role, Mr. Coy oversees all education benefits (GI Bill), loan guaranty service (VA loans), and vocational rehabilitation and employment services for America’s veterans. Prior to his current appointment on May 9, 2011, he was the Acting Deputy Commissioner and Chief Financial Officer of the Food and Drug Administration (FDA) at the Department of Health and Human Services (HHS).
In 2002 he was appointed Deputy Assistant Secretary for Administration at HHS’ Administration for Children and Families (ACF) where he served in that role until 2009. In this role, Mr. Coy was responsible for exerting corporate leadership to ensure the success of the business aspects of the Agency’s mission, including oversight of 70 national social service programs and $47 billion in grants.
During the transition to the Obama Administration, Mr. Coy served as the Acting Assistant Secretary for over five months pending the nomination. Mr. Coy was selected to fill this critical role based on his proven leadership and management expertise at the agency and was the only agency chief operating officer to fill such a position.
Mr. Coy has held several other private and public executive level positions and is also the recipient of various distinguished awards to include a Presidential Rank Award in 1984, the Surgeon General’s Medallion in 2002, and the HHS Secretary’s Distinguished Service Award in 2009.
Mr. Coy was a career Naval Officer retiring in 1994 from the Navy as a Commander in the Supply Corps. Mr. Coy began his military career as an enlisted service member in the Air Force and a member of the 1975 graduating class at the U.S. Naval Academy. Mr. Coy attended the Naval Postgraduate School where he attained his masters´ degrees in Acquisition/Contracting Management and Materiel Logistics Support, has served as an Adjunct Associate Professor for the University of Maryland University College (UMUC) Graduate School of Management and Technology and also been a guest lecturer at the Naval Postgraduate School.
Mr. Coy has been selected for the International Who’s Who of Professionals, Who’s Who in America and Who’s Who Historical Society.
